The Council of Guardianship operates in TUIT since 2000. It has been established by the Academic Council's decision to support the University's charter activities, primarily for the development of TUIT competitiveness at national and international markets for educational services and research, as well as solving urgent issues.

Members of the University Council of Guardianship are citizens of legislative and executive power, government agencies, mass media, public associations, associations, representatives of legal entities irrespective of their ownership and people who has willingness to work at the Council of Guardianship. All members of the University Council of Guardianship have equal rights and obligations and work in community.

The Rector of TUIT is also a member of Council of Guardianship of the University. The rector also carries out organizational and technical activities of the University Council of Guardianship.

The University Council of Guardianship works closely with the university administration and its founder. The University Council of Guardianship decisions’ are based on the rule of its advice and comments. 

In order to fulfill the duties of the University Council of Guardianship contributions are made legally and physically, including contributions from foreign individuals in the form of money, materials and tools. The expenses of it are estimated based on the duties of the University Council of Guardianship.

All activities of the University Council of Guardianship are governed by the Charter of the TUIT Council of Guardianship, which sets out the main objectives of the board, its structure and authority, and the rights and obligations of the members of the University Council of Guardianship.
