Large-scale work is being carried out to fundamentally improve the education system of our country, increase its quality and efficiency, and strengthen the material and technical base of educational institutions. At the same time, efforts have been made to ensure the transparency of admission processes to higher educational institutions, and to prevent corruption and bribery in education.
Due to the reforms in the education system, the situation has changed radically, and the principle that those who have knowledge, ability, and potential will study. Therefore, efforts have been made to eradicate corruption in education.
However, although the fight against corruption is becoming stricter, it seems that its roots are still preserved. The fact that some unscrupulous people who have made a habit of making a living with dirty food, neglecting the interests of young people who have diligently studied and sent them to study with some dreams, has a negative effect on the healthy environment in our society. Especially on the eve of the beginning of the new academic year, there is a possibility that such a harsh practice will start here and there. It is a pity that such a situation is visible not only in higher education institutions, but also in lyceums and colleges, even in general schools.
According to the President's decision of June 15, 2022 "On organization of admission processes to state higher education institutions", it is allowed to transfer studies from one state higher education institution to another state higher education institution in the following two cases:
- If the student starts a family and wants to transfer his studies to the higher education institution in the region where his spouse lives permanently;
- If the civil servant moves to another region for work and wants to transfer the education of his spouse or minor child to that region (on the basis of a letter from the ministry of employment);
In other cases, "internal migration" is not allowed to another region and to another HEI in its own region.
Transfer of studies from abroad is allowed in the following three cases:
- Takes a test or a creative exam in a suitable and similar direction and is required to collect a passing score;
- If he does not get a passing score, he is allowed to transfer his studies based on a one-time differentiated payment-contract;
It is not allowed to transfer studies from abroad to a course that is not compatible and not of the same type. The transfer of studies is conducted in a completely transparent and corruption-free manner.
Admission to the master's degree is carried out based on the average score of students who have completed the undergraduate stage of education (without an exam). Only a national or international certificate of foreign language proficiency is required. The cancelation of the specialized exams taken by the members of the department, which was used earlier, shows that the corrupt situations in this area have also been eliminated.
Therefore, the efforts to prevent corruption and fight against all its manifestations in the higher education system started to bear fruit in a short period. In this regard, the care shown to the professors and teachers of the Higher Education Institution, that is, the significant increase in the salary, also had an effect.
Today, healthy and pure blood began to flow in the veins of the higher education system. However, corruption does not die easily. I believe that the struggle in this regard should not stop even for a minute.
It is said that new manifestations of corruption are emerging. We must be vigilant. In this regard, it is necessary to remember that the activity and patriotism of our students play an important role.
